Is the technology valid for more than 15 planets as in other similar ogame games?
lvl (29) - 16 planets
lvl (31) - 17 planets
etc.
On every two levels without counting the first level allows the colonization of a new planet.

No, the maximum planet limit is set at 15. Even if you increase the Expedition level, it will not be effective.
